FORT VALLEY STATE UNIVERSITY (FVSU), a state and land-grant institution of the University System of Georgia, is seeking candidates for the Manager of Environmental Health, Occupational Safety and Risk position.
Fort Valley State University, the only 1890 land-grant university in Georgia, is a comprehensive institution that provides an education to over 2,800 students including graduate students. The university is located in the town of Fort Valley in Peach County, the original site of the state's peach industry. Its 1,365-acre (5.52 km2) campus is Georgia's second-largest public university in area.
JOB SUMMARY:
The Manager of Environmental Health, Occupational Safety, and Risk is responsible for directing and managing all risk management and environmental/occupational safety efforts of the University.
DUTIES/RESPONSIBILITIES:
- Plans, develop, implement, and direct risk management and environment/occupational safety programs to ensure the highest possible degree of safety for students and employees, risk management and loss control, and emergency preparedness. Obtain resources required to execute all aspects of the University's environmental responsibilities including those covering occupational health, industrial hygiene, chemical, laboratory, biological, radiation safety, animal care and usage.
- Review all projects for compliance with fire, OSHA, ADA, EPA and building code requirements.
- Monitor risk management and environmental safety programs and ensure compliance with applicable federal, state, and local laws and regulations.
- Review all insurance claims and ensure insurance payments are remitted in a timely manner.
- Compile, analyze, interpret and report accident, loss, and exposure statistical date; and prepare comprehensive recommendations for corrective action to eliminate or minimize potential hazards.
- Investigate accidents including reviewing of claims to determine cause factors, determining future risk, managing case files, and conducting follow-up investigations when necessary.
- Develop benchmarking criteria and collect performance data to monitor success and risk conditions associated with safety (environmental occupational) programs.
- Work with procurement to bid and award insurance products and negotiate with the awarded vendor for the best price/coverage.
- Comply with university audits as they relate to risk management or insurance.
- Review the insurance section of university contracts, manage distribution of Certificates of Insurance to outside sources, and maintain Certificates of Insurance provided to the university.
- Serve on, conduct, and/or contribute guidance and support to various University executives, committees and councils related to governance and compliance regarding risk management and safety.
- Formulate and administer risk management and safety operating budget.
- Conduct training programs and assist with new employee occupational health, safety, and environmental orientation.
- Oversee disaster preparedness plans and emergency operations
- Provide decision support to the Assistant Director of Facilities Management on legal and policy issues and matters related to compliance and institutional risk management.
- Serve as the University liaison with the State of Georgia (DOAS) Risk Management unit to procure or provide various insurance lines as required by Fort Valley State University; report claims to DOAS.
- Serve as an 'in-house consultant" on issues such as pollution prevention, hazardous waste management, recycling, solid waste management, indoor air quality, laboratory safety, and hazardous materials management.
- Perform related duties.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of Board of Regents policies and procedures, federal, state and local laws and regulations related to risk management and safety.
- Knowledge of Risk Management programs.
- Knowledge of rules and regulations governing the university's environmental responsibilities.
- Knowledge of policy and procedure development related to a motor vehicle pool to remain in compliance with DOAS.
- Knowledge in the development of relevant policies and procedures.
- Skill in the operation of computers and job related software programs.
- Skill in decision making and problem solving.
- Skill in interpersonal relations and in dealing with the public.
- Skill in oral and written communication.
- Skill in collaborating with diverse groups.
MINIMUM QUALIFICATIONS:
- Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
- Baccalaureate degree in field related to duties and responsibilities.
- Minimum of four years of experience working independently in risk management, environmental health, and safety field.
- Minimum of two years of training experience in safety and risk management.
- Ability to work weekends and flexible hours.
- Good communication skills and professional work ethic.
- Ability to work cooperatively with diverse groups (students, staff, and administrators).
PREFERRED QUALIFICATIONS:
- Master's degree
- Experience working in a college/university setting.
