Fiscal Operations Specialist

Job Summary:

The Fiscal Operations Specialist performs advanced financial duties in connection with the National Institute of Food and Agriculture (NIFA) related funding (Federal and State Match).


Duties and Responsibilities:

  • Prepares financial reports for Cooperative Extension by collecting, analyzing and summarizing necessary account information.
  • Reviews and verifies submissions for all Cooperative Extension related reporting (accounting and business-related functions such as Personnel Action Notices (PAN), chartfield strings, budget amendments and cash advance requests, etc.)
  • Advises supervision of potential breaches to adherence in compliance and initiates corrective actions (with approval).
  • Prepares budget amendments for PI's.
  • Prepares journal entries for budget adjustments.
  • Maintains continuity of work operations by documenting and communicating needed actions to supervision, discovering irregularities in workflow, etc.
  • Grants and Contracts Management responsibilities
  • Good Customer service skills
  • Work as part of a team.
  • Prepares written communications.
  • Develops, oversees, and maintains spreadsheets and databases for various accounting projects.
  • Maintains rapport with customers, setting priorities and resolving problem situations.
  • Provides project leadership as assigned.
  • Reviews financial documents for accuracy prior to approval by supervisor.
  • Performs other duties as assigned, including some supervisory responsibility of student workers.

Qualifications Required:

  • Bachelor's degree in a related field required; Masters' Degree preferred .
  • Relevant experience preferably in an educational environment.
  • Valid Driver's License.
  • Proficient in Excel, Word, and Access.
  • Possess ability to maintain confidentiality.
  • Possess ability to work well with accuracy under tight deadlines.
  • Possess ability to work independently; self-motivated and dependable.
  • Possess good follow through and attention to detail.
  • Possess good customer service skills.
  • Strong organizational skills.
  • Possess strong verbal and written communication skills.
  • Demonstrated ability to work effectively with students and co-workers.

Working Conditions:

  • Travel (overnight and day trips) required, as needed
  • Evening and/or weekend work may be required.
  • Climate controlled environment

Physical Requirements:

The employee is regularly required to talk or hear. The employee frequently is required to sit. The employee is occasionally required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must frequently lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
