Assistant Vice President/Controller

JOB SUMMARY

 

This position is responsible for directing Fort Valley State University's financial reporting operations.

 

MAJOR DUTIES

 

  • Responsible for establishing sound accounting processes and procedures.
  • Prepares and interprets accurate financial reports, including the Annual Financial Report, the Budgetary Compliance Report, IPEDS, the Annual Expenditure Report, Public Private Venture reports, and other annual, quarterly, and monthly reports.
  • Responsible for fiscal oversight of the university's auxiliary units.
  • Oversee the fiscal operations of the university's land-grant funding.
  • Works closely with the Budget Director on institutional budget planning.
  • Researches and remains familiar with Governmental Accounting Standards Board (GASB) guidelines and generally accepted accounting principles.
  • Establishes and monitors internal controls, including the documentation of key processes, the regular review of that documentation, and monitoring to ensure compliance.
  • Supervises audit coordination and document preparation for state, Board of Regents, and internal audits.
  • Supervises Bursar's Office, Procurement, Accounting Services, Asset Management, Auxiliary Services, and Payroll staff.
  • Reviews capital lease documents and financial proformas related to Public Private Venture agreements.
  • Researches and interprets state, federal and Board of Regents policies.
  • Reviews ledgers to ensure accuracy in financial reporting.
  • Maintains detail of prior year surplus in order to minimize any accounts payable surplus.
  • Maintains and updates cash flow projections; optimizes interest income through allowable investment; provides updates to the Vice President for Business and Finance regarding cash balances.
  • Performs related duties.

 

KNOWLEDGE REQUIRED BY THE POSITION

 

  • Knowledge of state and federal financial reporting requirements.
  • Knowledge of Board of Regents business policies.
  • Knowledge of generally accepted accounting principles (GAAP) and GASB guidelines.
  • Knowledge of college policies and procedures.
  • Knowledge of computers and job-related software programs.
  • Skill in the delegation of responsibility and authority.
  • Skill in organization and project management.
  • Skill in decision making and problem solving.
  • Skill in interpersonal relations and in dealing with the public.
  • Skill in oral and written communication.

 

 

 

SUPERVISORY CONTROLS

 

The Vice President for Business & Finance assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

 

GUIDELINES

 

Guidelines include GAAP, GASB standards, the Board of Regents Policy Manual, The Board of Regents Business Procedures Manual, State Accounting Office policies, USDA-NIFA and university policies and procedures. These guidelines require judgment, selection and interpretation in application.

 

COMPLEXITY/SCOPE OF WORK

 

  • The work consists of varied management, accounting and supervisory duties. Strict regulations and the need for accuracy contribute to the complexity of the position.
  • The purpose of this position is to direct the university's accounting and financial reporting functions. Success in this position contributes to the efficiency and effectiveness of those functions and ensures compliance with all relevant rules and regulations.

  • The work is typically performed while sitting at a desk or table.
  • The work is typically performed in an office.

 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

 

This position has direct supervision over Assistant Controller/Director of Accounting Services, Payroll Coordinator, Procurement Director, Bursar, and Director of Fiscal Operations for the College of Agriculture, Family Sciences, and Technology in conjunction with the Dean and Land Grant Officers.

 

MINIMUM QUALIFICATIONS

 

  • Undergraduate degree in a course of study related to the occupational field required.
  • Master's degree in a course of study related to the occupational field desired.
  • A CPA certification desired.
  • More than four or more years of related experience required.
