Assistant Director of Human Resources

JOB SUMMARY


The Assistant Director of Human Resources contributes a high level of human resource generalist knowledge and expertise. Duties include, but are not limited to, benefits administration, talent acquisition, learning and development, employee relations, and wage and salary administration. This position works closely with the CHRO in developing and implementing strategies to deliver HR services to the university.


MAJOR DUTIES


  • Serves as the subject matter expert and primary administrator for the FVSU employee benefit program. Assists employees with resolving complex benefit issues, including, but not limited to FMLA, ADA, worker's compensation, retirement, and group insurance benefits. Serves as FVSU's TAP Coordinator.
  • Manages dual appointments and serves as FVSU's dual appointment coordinator.
  • Develops, implements, and coordinates campus-wide wellness programs and serves as FVSU's well-being liaison.
  • Develops, maintains and coordinates training programs that provide for specific skills training and management/supervisory development, including leadership and compliance training. Oversees, creates, coordinates, schedules and tracks all training activities.
  • In partnership with CHRO, oversees and investigates employee relations matters as they relate to federal, state and local employment and civil rights laws.
  • Provides guidelines, direction and support in the administration of the progressive disciplinary process, and resolution and/or defense of grievances or legal charges.
  • Participates in the establishment and implementation of annual objectives for the Human Resources Department.
  • Serves as a partner to operational and support departments to develop a highly engaged workforce, establish clear goals and accountability, monitor performance appraisals, and recognize and celebrate achievements.
  • Establishes, maintains and ensures adherence to all employee-related policies and procedures in compliance with FVSU and USG standards.
  • Responds in a courteous, professional and rapid manner in order to resolve all employee inquiries and/or concerns.
  • Maintains FVSU's human resources information system (HRIS) to provide accurate employee records that comply with all applicable federal, state and local laws.
  • In partnership with the CHRO, develops, directs and oversees the overall university recruitment and hiring activities, implements proactive recruitment strategies and technology efficiencies that attract talent and reduce time to hire.
  • Assists with maintaining current job description bank for all positions across the institution.
  • Works with the payroll department to reconcile benefit deductions.
  • Serves on various committees as requested.
  • Leads special projects as needed.
  • Other duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION


  • Knowledge of human resource management principles.
  • Knowledge of federal and state laws related to employment and benefits.
  • Knowledge of institution and university system policies and procedures.
  • Knowledge of computers and job-related software programs.
  • Skill in timely decision making and problem solving.
  • Skill in interpersonal relations and in dealing with the public.
  • Skill in oral and written communication.
  • Skill in retrieving, inputting, and analyzing data from multiple sources.
  • Ability to perform a variety of duties, often changing from one task to another of a different nature without loss of efficiency or composure.
  • Ability to focus and maintain attention to performance of tasks and complete assignments on time despite frequent interruptions.
  • Ability to be resourceful, creative and maintain flexibility.
  • Ability to train, motivate, evaluate, mentor and direct employees and managers to meet desired ends.
  • Ability to maintain excellent relations with employees and maintain confidentiality at all times.
  • Ability to work independently with minimal direct supervision.

SUPERVISORY CONTROLS


The CHRO assigns work in terms of department goals and objectives. The supervisor reviews work through observation of department activities, meetings, constituent feedback, and report overview.


GUIDELINES


Guidelines include Board of Regents and University System of Georgia policies and procedures, including the Human Resources Administrative Practice Manual; the staff handbook; Department of Labor policies, Department of Administrative Services policies, EEOC guidelines; and university policies and procedures. These guidelines require judgment, selection and interpretation in application.


COMPLEXITY/SCOPE OF WORK


  • The work consists of varied duties in assisting with the university's human resources functions. The necessity of responding to the day-to-day or immediate needs of personnel contributes to the complexity of the position.
  • The purpose of this position is to assist with directing the human resource functions of Fort Valley State University. Success in this position contributes to the efficiency and effectiveness of department operations.

  • The work is typically performed while sitting at a desk or table.
  • The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY


This position has no direct supervision over other personnel.


MINIMUM QUALIFICATIONS


  • Bachelor's degree required
  • At least 3-5 years of direct experience related to the duties and responsibilities specified is required.

PREFERRED QUALIFICATIONS


  • PHR or SHRM-CP certification preferred.
